People who spend only a short time in a care home will need to continue to pay council tax for their home address.

You can get a discount if someone in your household is living in a care home and does not intend to return.

You cannot get a discount if two or more adults live in the household.

If the person that is now in a care home was the only adult living at the property and the property is now unoccupied they can apply for a council tax exemption.

People who spend only a short time in a hospital will need to continue to pay council tax for their home address.

You can get a discount if someone in your household is living in a hospital and does not intend to return.

You cannot get a discount if two or more adults live in the household.

If the person that is now living in a hospital was the only adult living at the property and the property is now unoccupied they can apply for a council tax exemption.

To be considered a carer, you need to meet the following conditions:

you live in the same home as the person you provide care for
the person you care for must not be your spouse, partner or child under 18
you must be providing care for at least 35 hours a week on average

The person you care for must be entitled to certain benefits:

Attendance Allowance (lower or higher rate)
Disability Living Allowance care component (middle or higher rate)
Personal Independence Payments daily living component (standard or enhanced)
An increase in the rate of Disablement Pension
An increase in constant Attendance Allowance

You do not have to be in receipt of a Carer's Allowance to claim a discount.

To be considered a care worker, you need to:

provide care or support to that person, and were introduced to him or her by a charity or local authority
earn no more than £44 per week
work for at least 24 hours a week
live where the care is given or in premises which have been provided by your employer for the better provision of care. This does not mean you have to live with the person you are caring for

A religious community's main job must consist of prayer, contemplation, education, the relief of suffering or any combination of these.

If you're a minister of religion, the property must be used as the main home and as a place from which you perform the duties of your office.

Each person must have no income or capital of their own.

You may be able to get a discount if a person who normally lives at your address is detained, for example on remand or in prison.

You cannot apply for this discount if:

the person went to prison because they did not pay their council tax
if two or more adults live in the household

If the person that is now detained was the only adult living at the property and the property is now unoccupied they can apply for a council tax exemption.

You will be entitled to a 50% discount from your council tax if all of the following apply:

You are a Ukrainian national
You are living in the UK under the Homes for Ukraine sponsorship scheme
You are living in your own accommodation (not in your sponsor’s home)
Any other adult resident in the property with you is also living in the UK under the Homes for Ukraine sponsorship scheme

You do not have to pay council tax if you or your dependent is a member of a visiting force.

If you're sub-letting part of your home to a member of a visiting forces, you may be entitled to a discount.

A person is considered a member of a visiting force if they are:

a member of that force or a member of a civilian component of the force
a dependant of a member and they are not a British Citizen or normally live in the UK

Your property will be exempt from council tax if it's the main residence in the UK for at least one person who has a diplomatic privilege and immunity.

You may get a 50% discount for an annexe. This must be within the grounds of your main house and either:

being used by the occupier of the main house as part of their living accommodation, for example as additional bedrooms
lived in by a relative of the person living in the main house as their main residence

You may not have to pay any council tax for your annexe if it's lived by a relative who is over 65, substantially or permanently disabled, severely or mentally impaired and the annexe is their main or only home.

You'll need to upload evidence such as birth certificate or proof of disability benefits.

We do not count members of international headquarters and defence organisations and their dependants when we work out how many adults live in a property.

The person who pays the council tax on this property may be entitled to a discount.

Most second homes are charged the full amount of council tax.

You may qualify for a discount of 50% if

you live in and pay council tax for a property which your employer requires you to occupy
you're responsible for council tax on a second furnished property

There must be a direct link between your work and the property. For example you're a caretaker, landlord of a pub or schoolmaster.

You cannot get this discount if you've a second property in the area of your place of work and do not carry out the duties of your employment from that address.
